3.01. The Congregation Council shall consist of the pastor(s), the officers of the congregation, and no fewer than nine (9) nor more than twelve (12) elected members. Upon assessment of the congregational needs, the Congregational Council will recommend to the congregation for its consideration and approval the number of council positions deemed necessary to conduct the business of the church.
